Introductory Statement of Purpose

The nations of the regions of Africa, India, and Southfield, in order to further the cooperation between our people and set an example as a community within the international world; as well as encourage the sharing of ideals and cultures between our regions; hereby establish the Tri-Regions Accord, which shall take effect as binding law upon the passage of the document by all region’s governments.


Section 1: Open Border Access

[*]The governments of the regions of Africa, India, and Southfield, shall be responsible for implementing the right of open borders.

[*]Citizens of one region are automatically considered citizens of the other signatory regions, providing a unified immigration system.

[*]The regional governments of Africa, India, and Southfield are tasked to cooperate to enforce measures, as per Section 3.7, ensuring that all who cross between their regions meet proper security standards.

[*]Rights that shall be afforded to the native residents of either region, rather they be constitutional, or through statutory code, are granted to citizens from the other participating regions.

[*]Clubs, organizations, and activities in one region are to be accessible to members of the other signatory regions unless stated otherwise by the operating regions governing body. Furthermore, the governments of the signatory regions are encouraged to schedule events between themselves to encourage cooperation and friendship between them.

Section 2: Citizen Count for Statistical Purposes

[*]Although legally citizens, member nations from one region cannot count towards the population of another region for purposes of international organizations that require the census of citizens for representation. Only citizens actively residing in the regions each of the signatory regions can be counted in such a situation. Nations with equal claims to citizenship in any of the aforementioned regions must declare a “home” region.

Section 3: Jurisdiction of Judicial Bodies

[*]The signatory regions agree to recognize the sovereignty of their respective regional judicial systems. This accord gives regional governments authority to conduct investigations of, and present charges against, the citizens of the signatory regions upon violation of their regional law. Furthermore, the decisions of a regional court apply across all signatory regions.

[*]Citizens who are convicted of a crime in one of the signatory regions that is not their native region may appeal their case to an appeal board composed of one representative per region who can hear the details of the case and determine the best course of action.

Section 4: Commitment to Civil Rights

[*]The Regions of Africa, India, and Southfield commit themselves to the preservation of democracy and civil rights across NationStates, and further agree to jointly promote the principles of democracy in their respective regions.

[*]The member regions agree to the right to uphold the civil rights found within this section of the Tri-Regional Accords.

[*]The right to a fair and impartial trial upon the accusation of a crime.

Section 5: Special Provisions of the Tri-Regional Accords

[*]The Foreign Affairs Ministry’s (or equivalent) for the region of Africa will be dissolved and reformed into the Foreign Affairs Ministry of the region of Southfield for the provision of one month, and automatically reinstated for the following month, ad nauseum, unless terminated by the Regional Council of Africa, by a vote requiring a simple majority.

[*]Although the FAM of the region of Africa is restructured within the region of Southfield’s Foreign Ministry, the appointment of Africa’s Diplomats will belong solely to the government of Africa, and nations tasked with Africa’s diplomacy within said ministry failing to follow the standards expected of Southfield or Africa will be expelled latae sententiae from their position, with the said position then filled, by Africa’s government, with a different candidate.

[*]The signatory regions of the Tri-Regional Accords shall be responsible for the implementation of the provisions of this accord within their respective regions.

Section 6: Amendment, and Sufficiency, of the Tri-Regional Accords

[*]The signatory regions of the Tri-Regional Accords must all agree to any amendment to this document through the natural process of statutory law.

[*]Recognising that relations between the above regions may grow deeper, or include additional formalities, and resolutions. Therefore mandates the need for such expansions be;

[*]Through an amendment in this document; including bi-partite agreements between just two of the three regions.
[*]Annulled if provided through any other declaration which is not an amendment presented here, necessitating this accord as the medium for current, and future, relations for Africa, India, and Southfield.
[*] That this document, and her future amendments, is the only sufficient platform for relations detailing regional operations between Africa, India, and Southfield.

Section 7: Administrative Committee

[*]The Administrative Committee shall be an administrative body that oversees the provisions of this accord. The Administrative Committee shall be composed of one member per signatory region.

[*]The Committee Chairman shall be the symbolic head of the committee and shall rotate among each region's council member once a month.

[*]The Administrative Committee is staffed by members selected by a system each region sees fit. Administrative Committee members serve term lengths to be determined by internal regional law.

[*]The Administrative Committee shall make all decisions unanimously. The Administrative Committee is responsible for proposing amendments to this document on behalf of their respective region and coordinating common policy between the signatory regions of the organization.

[*]The Administrative Committee may pass resolutions to further policy between the signatory regions, but may not unilaterally pass a resolution to amend the structure of the administration of this accord.

Section 8: Joint Military and Security [1]

The nature of the joint military will prioritise speed, time, and manpower, and will provide liberties in the judgement of those in power to enact swift and necessary decisions for the good of the three regions.

[*]Each region will have a single minister, the unity of the three ministers will be the Ministry of Defence, and each minister will be accountable to the Ministry of Defence in Section 8.28. Each minister must declare their time zone, and thus each minister must occupy an adjacent time zone to the other, so as to be online at all times.

[*]Each Minister will have direct and absolute control over the whole, not one region, armed forces, in the event the opposing two are not online. If all three are offline, the armed forces become controlled by the first available online regional executive authority, or delegate, of the three regions.

[*]Abuse of this control will result in the expulsion of the minister from their role, and that role must be replaced with a new individual, immediately. Abuse includes:

  1. Deploying the military within the three regions when no threat is present.
  2. Deploying the military into a region (or subject/tributary/territory region)  where no defensive agreement has been signed.
  3. Deploying the armed forces in a matter not in accordance with Section 8, 28.

[*]The Defence Force, and by extension, the Ministry of Defence, will have a singular discord server, which will focus purely on function, having just five channels:

[*]One holding channel, so to check the citizenship of volunteers and their region.
[*]One general channel, where volunteers can respond and ping admins.
[*]One announcement channel which everyone can see and will only notify when the force is needed; detailing target region, time, and objective.
[*]One classified intel channel, where the ministers can see info about potential threats that a volunteer may see or identify.
[*]Finally, an open mic channel which all vetted volunteers can access and allows for more rapid responses.
